I always found the most expensive way to finish a set, was buying from a sports card shop. If you can find people to trade with, that is probably the cheapest way because you can get rid of your doubles in the process. You can also search on forums for people selling on the cheap.

I use eBay and I only tend to bid on items from people who will combine shipping at a reasonable price and then I will pickup cards I need to finish sets if they are reasonably cheap. I know a lot of collectors hate eBay because of "what it's done to the hobby" - sure, if you're in it for the money but as a hobbyist, I find it a great place for great deals to add to my collection!

Sports card shows would be another place but be wary of prices. Some dealers are very cheap to buy off of and others grossly overprice their cards.
